You'll have to play TTW without a fix pack like TTWFixes or YUP until TTW 3.x is released. I am also having this issue with Steam install on Win10 64bit: Fresh install of Fallout 3, run and quit launcher. Fresh install of Fallout NV, run and quit launcher. Run the TTW installer directly into Fallout NV Data folder.
